It signals the court is willing to take a closer look before allowing any regulatory pressure to fully land.

At the center of this is a fight over how hemp-derived products—particularly those walking the line on total THC—are treated under evolving state rules. Operators have been navigating a patchwork of guidance, often unclear, sometimes conflicting. The TRO effectively freezes that tension in place, at least temporarily.
